The Offense of the Fence

The fence around the vacant lot at the corner of Fifth and Warren has been up for a few weeks. It rarely goes unnoticed or uncommented upon, and most people seem to find it offensive. 
 
The question persists how this fence got erected without going before the Historic Preservation Commission for a certificate of appropriateness. A building permit was issued for the fence, so it's clear that the Code Enforcement Office knew about it, but why didn't it come before the HPC? 

The HPC meets again this Friday morning at 10 a.m. Perhaps someone will ask Code Enforcement Officer Peter Wurster to explain why the fence did not get referred to the HPC.
