In 2013, when Finch was located at 613 Warren Street, the Historic Preservation Commission granted a certificate of appropriateness to cover the glass mosaic signs that read "Clothing" and "Toggery" with plywood, which would be painted to match the marble of the facade.
Yesterday, as part of a facade cleaning and repointing, the signs, thought to date from the 1930s, were revealed once again.

DeleteAs I recall, it's slightly more nuanced than that, Carole, though the "greater than 3" number is I believe presently the bar. The Hudson City Code requires common indicia of design and marketing/merchandising, as well as name, etc., to be deemed a chain.

DeleteA type of retail sales or service activity or retail sales or service establishment that has four or more other retail sales establishments in operation, or with pending applications for local land use or permit entitlements, or with local land use or permit entitlements approved for operation located anywhere in the United States at the time of application for a certificate of compliance in the City of Hudson. In addition to the four establishments either in operation or with local land use or permit entitlements approved for operations, the business maintains two or more of the following features: a standardized array decor and color scheme, uniform apparel, standardized signage, a trademark or a service mark.
Well, anyway you count them, Clove and Creek appears to me to be part of a chain. But the no chain law is toothless as we've seen in the past.
