Advertising the mayor's so-called OPEN HOURS just reinforces his and his aide's perceived duty to not answer the phone when they are actually at work on the second floor of City Hall. The "OPEN HOURS" sends a clear message to residents: "This is the only time we are available to the public at City Hall. Otherwise, we are CLOSED TO THE PUBLIC. Sorry for any inconvenience! Don't bother calling. If this Thursday doesn't work for you, come back next month at 4 in the afternoon while you are working."
