Annoyance or Threat?

In 2022, Council president Tom DePietro banished Bill Huston from attending meetings at City Hall in person, allowing him only to attend meetings virtually. Huston's persistent and belligerent manner of interrogating city officials and department heads, which DePietro once declared to be "disorderly conduct," has gotten him ejected from meetings and was the reason for his banishment. Despite that history, Huston was present in person at last night's informal Common Council meeting.

The Council was less than halfway through the night's agenda when an incident involving Huston occurred. The Council had heard the monthly reports from the Youth Department, the Fire Department, and the Police Department. The report from the Police Department included the information that twelve new cameras had been installed on the streets to replace existing cameras. When comments from the audience were invited, Huston asked why there was a camera at Sixth and Columbia streets, demanding to know its purpose. Lieutenant David Miller, who was reporting for the HPD, told him the camera was there to assist the police in solving crimes. Dissatisfied with the answer, Huston continued to question him. When DePietro interrupted him, telling him to stop, Huston protested, asking if his banishment from City Hall was a "lifetime ban." DePietro told him, "Numerous members of the Council have felt personally threatened by you." 

At this point, Miller and a second police officer present at the meeting approached Huston, who appeared disinclined to cooperate and leave the meeting. Then, perhaps at the direction of one of the officers, everyone in the audience rose as one and left the chamber and the building. DePietro then adjourned the meeting, and the councilmembers prepared to leave. Gossips, attending the meeting virtually, does not know how the situation resolved itself.

Gossips has learned that Huston, a relentless and strident critic of conditions of the city, has appeared unexpectedly at councilmembers' homes and places of business to voice his complaints and argue his case. His vigilance seems to have intensified into harassment. He sends emails daily to the mayor and the Common Council, as well as other people in the city's employ. The principal targets of his criticism are the Department of Public Works and the Code Enforcement Office. From time to time, Huston copies Gossips on his emails. Last month, Gossips was copied on an email complaining about the absence of stop bars at several intersections around town. The following is reproduced from that email, much of which was in enlarged type and "shouty caps."

  
Regarding the purpose of the camera at Sixth and Columbia streets, I do recall its purpose. The camera was placed there in response to concerns from residents of the area. At least two cars, maybe more, parked overnight near that corner had been badly damaged or totaled by vehicles driven recklessly through the intersection. The camera was placed there to help identify the miscreants should there be similar incidents in the future.

  1. Generally speaking, there is no excuse for threatening, stalking, or harassing behavior, especially for elected officials and civil servants.

    Thank you to Chief Franklin and Lieutenant Miller for resolving the situation. You guys are so professional and prepared.

    And let me be the first to say "thank you" and offer sympathy and appreciation to the Common Council, DPW, and the Code Office who bear the brunt of this non-optimal behavior.

    One significant downside is that it deters residents from running for Council, in addition to escalating tensions at City Hall meetings.

    1. Excuse me, FNI, Chief Franklin was not in the room. Perhaps you did not attend the meeting. You want to know why our police chief couldn't attend the meeting? Here's why: I received an automatic email response from Mishanda on Monday saying she was "out of the office for the week." Lt. Miller began his report by saying that "chief Franklin is under the weather today."

  2. That's odd, since in response to my question, Lt. Keyser said that camera had nothing to do with traffic, didn't he? And if that was the reason for the camera being installed at 7th (not 6th!!) & Columbia, why didn't he say so when I asked him what its purpose was? There's so much mis and disinformation and people speaking who aren't qualified to speak it's difficult to know who to trust, if anyone.
    Keyser said that particular camera would also be able to solve crimes in the park beyond the hedges a half block away, presumably even at night. This is compete nonsense bullshit.
    Consider that several cameras were installed all over town to supposedly help solve crimes and keep us safe. If the cameras were instrumental in solving "a few crimes" recently, you would expect the chief or Lt Miller to mention that the expensive cameras are working to keep us safe. No one should have to ask if the cameras have helped law enforcement. But no, the only mention of the cameras' usefulness comes when I ask the second cop in the room if the cameras have been any use since being installed. Then and only then were we informed that "the cameras have already solved a few crimes" BUT WE CAN'T/HE CAN'T OFFER EVEN ONE DETAIL ABOUT ONE OF THOSE SOLVED CRIMES THANKS TO THE NEW EXPENSIVE CAMERAS.

  3. Carole - Considering the FACT that you got several things WRONG in your details about the meeting, may I suggest that you stop reporting on meetings that you do not attend in person, especially those contentious meetings with a lot going on?
    You failed to accurately report Tom's response to my lifetime ban question. You weren't even close. Lt. Miller did not respond to my questions, it was Officer Keyser, who you failed to even mention by name. Had you been at City Hall in person and paying attention, you would have known that it was officer Keyser and that Tom decided to end the meeting, not the cops. The discussion of the camera's location took 5 seconds, and the determination was clear to anyone paying attention: it is at 7th street! KEYSER SAID IT AND I REPEATED IT! I could go on. Then there are the details you omit. Had you been at the meeting, you may have noticed that officer Keyser actually grabbed me by the coat and tried to forcefully remove me from my chair, then thought better of his idiotic action when I protested his illegal and stupid response. But that's not at all important to Gossips, I guess. If you can't report accurately or completely, you are doing a disservice to your readers and the people you are focusing on, particularly when you are highlighting a certain individual's dealings with law enforcement. I would think you wouldn't want to report things so inaccurately -- you might even get yourself in legal trouble. This whole virtual, hybrid meeting thing makes a mess of everything, especially when it comes to ACCURACY, THE TRUTH AND THOROUGH, HONEST REPORTING.
