Can This Be Acceptable?

At about 8:15 this morning, when Joey and I were down at the waterfront, I noticed a Bonded cement truck apparently dumping its leftover black cement along the edge of the City-owned property that GSI (GeoStabilization International) is using as a staging area and wondered if this was something they had permission to do.

Update: After this post appeared, the site was visited by Mayor Rick Rector and DPW superintendent Rob Perry. It was agreed that the cement trucks would no longer clean out their mixers on City property but would do it instead on Amtrak property. Exactly where that might be is not clear.
