  1. It's fascinating to me that HPD wants to arrest graffitists while graffiti on public and private property is allowed to remain for years and years.
"We don't mind graffiti all over town. It's the people who do it that are the problem. We have to catch them when we can! Please help us clean up Hudson."
In Ithaca (for one), removing graffiti from private property is part of property maintenance requirements in their code, just like garbage, broken windows and snow on sidewalks. Homeowners have 30 days or so to remove graffiti or they risk a fine. It's simple and effective: "It's your property, sorry it got tagged. Clean it up now and figure out a way to prevent it if you can. Don't make your problem everyone's problem. We have no tolerance for graffiti."
Hudson doesn't really care about the quality of life issues that graffiti creates. Nabbing graffitists (or searching for them) makes headlines, maybe even on HPD's fakebook page; cleaning up graffiti, the harder part, does not. So it rarely ever happens. Have you been to the pocket park in the 200 block of Warren in the past two years? Lovely view, ain't it? So tranquil!
