After publishing my previous post, I reached Mayor Tiffany Martin Hamilton by phone. She confirmed that there is indeed a stop-work order in place. Later this week, all the stakeholders--the Department of Transportation, Amtrak, the Department of State, Scenic Hudson, the contractor (GeoStabilization International), and the City of Hudson--will meet to discuss the situation. The mayor also assured me that DOT and Amtrak were willing to explore options to shotcrete.
The mayor said the project manager had indicated that the earliest date the application of the shotcrete could begin was August 7. What the cement mixer was doing there this morning, I still don't know.
