At the last meeting of the HPC, which took place electronically on March 27, HPC chair Phil Forman said there were six certificate of appropriateness applications "in the queue." With the NY PAUSE order set to expire on May 15, and construction being one of the businesses that will be allowed to resume in Phase 1, it seems the decision was made to let the HPC move ahead with these applications, even though HPC meetings are considered nonessential city meetings.
Other business still before the HPC is the designation of the church building at 241 Columbia Street as a local landmark. Although the public hearing, which has been held open since February 28, cannot resume, Forman has been accepting written comments about the designation since that time. It would seem that the HPC could move ahead with making a recommendation to the Common Council on the designation even though it is not possible for the public to gather to comment on the issue.
