The End of the Beginning?

In his COVID-19 briefing today, Governor Andrew Cuomo reported that "all numbers are on a downward slope," but he also cautioned against thinking the worst is over and quoted Winston Churchill: "Now this is not the end. It is not even the beginning of the end. But it is, perhaps, the end of the beginning." Churchill said this in a speech to the House of Commons on November 10, 1942, when, after a series of defeats, he could report a small victory over the Germans. 

In his briefing, Cuomo called for the repeal of SALT, which caps the amount of state and local tax people can deduct on their federal income tax at $10,000. He also announced that the New York State Court System is partnering with the New York State Bar Association (NYSBA) to create a pro bono network of lawyers to assist people with legal needs growing out of the COVID-19 crisis--for example, housing issues, problems accessing federal programs.
